Herschel Hall has worked at Knoxville Utilities Board for more than 20 years. His present role is Manager of Water Systems Engineering Department there. His primary work experience is with design and project management for collection system improvement projects.

He has previous employment as a consulting engineer and with the Tennessee Department of Environment and Conservation.

He received a Bachelor of Science degree in Civil Engineering from Tennessee Technological University and a Master of Science degree in Environmental Engineering from the University of Tennessee.

He is a licensed professional engineer in the state of Tennessee.
