Brandon Whitley is the General Manager of the Walker County Water & Sewerage Authority (WCWSA), where he has led a comprehensive modernization of the county’s water system since 2017. Charged with addressing aging infrastructure and improving long-term reliability, he has overseen more than $74 million in water system improvements focused on expanding service, increasing capacity, and strengthening resiliency across Walker County. His leadership has advanced major water initiatives including large-diameter transmission mains, new elevated storage tanks, high-service booster stations, and extensions serving Lookout Mountain, McLemore Resort, and historically unserved rural communities. Brandon has played a key role in coordinating regional supply strategies with Dade County Water & Sewer Authority and integrating grant-funded upgrades into long-range planning. He has also guided strategic wastewater improvements, including a $23 million project redirecting flows to WCWSA’s Chickamauga plant. He oversees capital planning, regulatory compliance, and public communication for the Authority.
