Philip R. Schofield is a licensed Professional Engineer with extensive experience in water and wastewater system planning, design, and funding strategy. As Vice President and Branch Manager of CTI Engineers’ Chattanooga office, he leads multidisciplinary teams delivering complex infrastructure projects across Tennessee and Georgia.

Mr. Schofield has played a key role in the planning and implementation of Walker County WSA’s capital improvements program, providing engineering leadership on system expansion, hydraulic modeling, and treatment upgrades. His expertise includes development of grant-funded infrastructure programs, coordination with regulatory agencies, and delivery of construction-ready designs that align with both funding requirements and long-term utility goals.
