NKWD’s Efforts to Secure Grant Funds and Implement Service Line Replacement Projects

Northern Kentucky Water District (NKWD) continues to advance its service line verification program in alignment with the U.S. EPA’s Lead and Copper Rule Revisions (LCRR) and the upcoming Lead and Copper Rule Improvements (LCRI). This presentation will provide a brief program update, including a recap of how NKWD developed its lead service line inventory and the current service line inventory status and how we are administering our verification and construction processes through different funding sources, including grants. The presentation will then detail NKWD’s efforts to secure federal grant funds to help develop and implement lead service line replacement projects to achieve lead removal including private side lead service line replacement utilizing these grant funds, while prioritizing customer engagement and construction efficiency. By aggressively pursuing available grant funding for lead service line replacement, the District has been able to provide some assistance to customers who wish to have their private lead service lines replaced while adhering to the Kentucky Public Service Commission requirements. This project integrates service line verification with targeted replacement efforts. This approach demonstrates how verification data can directly inform and improve replacement strategies. Finally, the presentation will briefly discuss how NKWD is leveraging the U.S. EPA’s Get the Lead Out (GLO) Initiative to support field-based service line verification. GLO resources are being used to increase the amount of inspections, standardize inspection procedures, enhance mobile data collection, and improve overall data quality. NKWD was one of 200 utilities selected by USEPA to participate in this valuable program.
