Description
Stretched across the heart of Chattanooga’s East Brainerd community, sit four infrastructure projects that collectively make up e2i2 – The Economic & Environmental Infrastructure Improvements Project. This is only one piece of Chattanooga’s larger consent decree program but is arguably the most visible part of the improvements being made. As part of this project, our team will be rehabilitating roughly 2 miles of sanitary sewer, installing over 12,000 LF of process piping, building two pump stations, and constructing three large pre-stressed concrete tanks with a combined holding capacity of 40 MGD. This presentation will focus on the logistics of building this project in the heart of the city – acquiring access on private property, running pipe literally in people’s backyards, designing tanks that change the city skyline, and blasting within 100 ft of a major interstate interchange.
Construction began in January 2025 however the real work started long before in acquiring the property and easements necessary to make this project happen. With residential and commercial properties on every side, design considerations had to be made to accommodate for the limited footprint. Additionally, we needed permission from the surrounding property owners to access their space during construction. The city started their community outreach years in advance to set the stage for the work to come. While the project has some major benefits – including reducing SSOs and improving the overall water quality of the area - some property owners were less than happy to have us setting up camp outside their houses and businesses. This was compounded by the misinformation surrounding the project as well, especially as the tank walls started coming up garnering interest from local media outlets. This presentation will talk through some of the specific conflicts that have occurred over the year of design and first year of construction and how they were handled by the owner, the engineer, and the contractor. The infrastructure world is all about building projects to improve our communities. While e2i2 is a complex job making necessary improvements, this team has worked hard to prioritize our neighbors by providing early and transparent communication, building trust, and addressing concerns.
