Description
On May 12, 2023, Knoxville Utilities Board (KUB) faced a dual utility failure when a 30-inch HDPE waterline and adjacent sewer force main failed along the Holston River at Boyd’s Bridge. Immediate action was required to restore essential services under accelerated timelines.
Preconstruction efforts included an aquatic mussel survey and coordination with TWRA and the U.S. Army Corps of Engineers to ensure environmental compliance. Engineering challenges involved designing a constructible alignment across the river while navigating existing utilities, major gas, communications, and overhead lines—and addressing geotechnical uncertainties. Construction required trenching from a barge platform to install 874 feet of 24-inch ductile iron waterline and 841 feet of 16-inch force main via open-cut river crossing.
Serving as Construction Manager at Risk (CMAR), Garney Construction partnered closely with KUB to deliver this complex emergency project safely and efficiently.
