Description
Although many municipalities have successfully catalogued and mapped their distribution and collection system assets, there is a growing recognition for the need to capture and maintain a similar level of knowledge regarding public stormwater assets. The City of Jackson, Tennessee has proceeded with a city-wide master planning project for its stormwater system. This comprehensive project includes: • A survey of closed and open system assets • A condition assessment of closed system assets (such as manholes, catch basins, pipes, etc.) • Hydraulic and hydrologic modeling of the system • Gathering input from the public regarding recent stormwater related concerns and needs • A combined master plan providing recommendations to improve and maintain the system’s capacity and condition This presentation will review the methodologies and approaches that Gresham Smith and Kimley Horn have been applying to meet the needs of condition assessment for this project, which will inform the recommendations of the subsequent master plan. Due to the lack of a previously existing map or thorough records of inspections for its closed system assets, this condition assessment effort has relied upon coordination with surveyors, a successful integration of ArcGIS mapping tools and forms, and the development and consistent application of assessment procedures. We will review specific assessment examples, best practices, and lessons learned for a large-scale stormwater condition assessment project that started from scratch without previously developed maps, attribute data, or inspection records maintained by the City.
