Reducing Hidden Water Loss at Jackson Energy Authority Using Satellite Analytics

Description
In response to increasing non-revenue water (NRW) losses, Jackson Energy Authority, TN (JEA) implemented a satellite-guided leak detection program integrated with targeted field investigations to proactively identify and reduce hidden water loss across its system. After initially achieving reductions in NRW during 2022 and 2023, JEA experienced a rise in water loss in 2024, prompting the utility to adopt a more data-driven, system-wide approach to better understand and address subsurface leakage. The primary objective of the initiative was to significantly reduce water loss and recover approximately 120 million gallons (MG) over a 12-month period. The program combines two full-system satellite scan capable of identifying areas of potential subsurface potable water and wastewater leakage with 60 days of on-the-ground acoustic field investigations conducted by a specialized leak detection firm. The satellite analysis was used to prioritize high-probability leak locations, enabling field crews to focus efforts more efficiently and maximize the effectiveness of limited resources. To date, across one scan and 30 days of on-the ground- acoustic, field investigations, the initiative has resulted in the identification of 59 total leaks, including 23 on the distribution side and 36 on the customer side. Notably, 87% of the detected leaks were non-surfacing, or “hidden,” underscoring the limitations of traditional visual or reactive-based detection methods. Early results were particularly impactful, with the first week of field investigation identifying four leaks estimated at 10 Gallons Per Minute (GPM) and above. Overall, the program has recovered an estimated 93.65 GPM, equating to approximately 49.22 million gallons per year (MGY) of recovered revenue water. From a financial perspective, the initiative has demonstrated strong performance, achieving an estimated return on investment of 18% with a payback period of approximately 10 months. This presentation will detail JEA’s decision-making process, implementation strategy, and results, highlighting the value of combining satellite intelligence with focused field validation.
