Description
The presence of lead in drinking water poses significant health risks, particularly for vulnerable populations. This presentation discusses the impacts and elements of the Lead and Copper Rule Improvements (LCRI) and will provide recommendations that utilities can begin implementing now to prepare for the next compliance deadline of November 1, 2027 and beyond, including effective methods on reducing unknowns and adding connectors to your working inventory, performing a 1st and 5th liter sampling pilot program, discontinuing partial service line replacements, lead testing in schools and childcares, and replacement plan and program formation. It will also discuss in greater detail, best practices for lead service line (LSL) replacement programs, highlighting effective strategies for implementation, community engagement, and regulatory compliance. We will examine a case study from Jackson, Mississippi, highlighting the comprehensive LSL replacement initiatives, emphasizing the importance of stakeholder collaboration and transparency throughout the process. Key components will include developing a robust inventory of service lines, securing funding through state and federal grants, and fostering public awareness campaigns to educate residents about the risks associated with lead exposure. Additionally, this presentation will discuss innovative technologies for identification and replacement of lead service lines, as well as required post-replacement monitoring and sampling. Water systems have several years of work ahead when it comes to complying with the LCRI. Service line replacement planning, programming, and construction is not an easy undertaking, so, starting early, planning regularly and using effective stakeholder communication will make a big difference for every community. By sharing these best practices, this presentation aims to equip water utilities and policymakers with the tools necessary to enhance public health and comply with the new regulatory requirements.
