Description
Managing wastewater and stormwater system infrastructure is crucial yet challenging for utilities. The natural aging and deterioration of assets are part of their lifecycle, but additional strains from factors such as environmental impacts, operational issues, and equipment performance present significant challenges. By focusing on the asset management process – from condition assessment to rehabilitation and renewal recommendations – utilities can acquire substantial insight into their system. Evaluating the condition of assets is a key method for utilities to monitor the performance of their assets. The process includes evaluating the current physical state of a utility’s assets through systematic inspections and data collections, which aim to identify potential issues, predict future maintenance needs, and inform the utility of strategic decisions regarding repair, replacement, or rehabilitation to optimize asset lifecycle and performance, ultimately enhancing overall operational efficiency and cost-effectiveness. This presentation will introduce attendees to the Louisville and Jefferson County Metropolitan Sewer district (LMSD). LMSD provides wastewater treatment, stormwater and drainage, and flood protection services in portions of Jefferson, Oldham, and Bullitt County, Kentucky. The service area consists of five regional water quality treatment centers (WQTC), 15 smaller treatment centers, 339 sanitary pump stations, and 16 flood pump stations. Between January and November of 2022, Brown and Caldwell (BC) visited the specified locations and conducted visual condition assessments. Upon completing the condition assessment, BC utilized the data to develop risk analysis sheets. These sheets incorporated criteria for the consequence of failure (COF) and the likelihood of failure (LOF), which were collaboratively refined with the client. Utilizing the results from the risk analysis, BC provided LMSD with rehabilitation and renewal recommendations, greatly enhancing LMSD's understanding of their system.
