Ridgetop Development: Addressing Infrastructure Expansion for Growth

Description
As East Tennessee continues to experience rapid population growth, Loudon Utilities (LU) is faced with the challenge of expanding its infrastructure to meet rising demand. A prime example is Tennessee National (Tn National), a private upscale housing community along the Tennessee River within LU’s service area. In recent years, the significant growth of Tn National has spurred numerous capital improvement projects across LU’s water distribution system, including upgrades to water mains, elevated storage tanks, and booster pump stations.
In 2024, Tn National contracted with Barge Design Solutions (Barge) to develop a comprehensive engineering solution for the Ridgetop Development, a new section of the community located at an elevation beyond the capacity of the existing Mattock Bend pressure system. Currently, this system is supported by two one-million-gallon ground storage tanks.
This presentation will outline the regulatory challenges, operational and maintenance considerations, capital costs, constructability factors, and engineering constraints associated with the Ridgetop Development. After thorough evaluation, the team determined that a new booster pump station, elevated storage tank, and a 12-inch water main are necessary to provide reliable service to the expanded area.
Additionally, the presentation will explore how local and state regulatory requirements can lead to oversized infrastructure, potentially causing water quality issues. By highlighting these insights, we aim to shed light on the complexities of designing sustainable infrastructure for growing communities.
