Keeping up with Capacity: Model-based Flow Accounting

Description
The City of Franklin, Tennessee has experienced sustained growth for many years. As its sanitary collection system continues to expand, a focus on capacity accounting and flow acceptance processes has emerged. A hydraulic and hydrologic (H&H) model of the system was first developed in 2015. As a “digital twin” of the system, the model is routinely updated based on observed flows and levels, and the addition of new infrastructure. The H&H model has been useful in testing the influence of new development and infrastructure across a variety of planning scenarios. Yet the model interface itself was not user-friendly and scenario management in GIS was not robust. With the introduction of cloud-based software developed by Trinnex, the existing H&H model can be leveraged to provide an all-in-one capacity assurance system. The Capacity Planner includes account management, flow estimation tools, dynamic model results, and comparison among flow scenarios of the user’s choice. This presentation will include an overview of model development, the integration of the model with its digital platform, and the evolution of capacity assurance at the City of Franklin.
