Planning for Piloting - Development of Spring Hill, TN's Advance Purification Pilot Test Plan

Drinking Water Quality
Description
The City of Spring Hill, Tennessee (City) receives its drinking water supply from the Duck River. The WTP's raw water intake is permitted to withdraw up to 6 million gallons per day (mgd) from the river. A drought mitigation regional plan for the Duck River limits the City's ability to secure additional water supplies from the river. Coupled with population growth and increasing water demand, the City is investigating alternative water supply solutions. This presentation outlines the history, development, treatment process, and regulatory review of the pilot test plan designed to evaluate the performance of a carbon-based advanced treatment system for potable reuse applications and a reservoir for storage and blending of the advanced purified with water from the Duck River. The pilot test was developed with filtered secondary effluent from Spring Hill’s WWTP as the influent source. The test plan was structured to assess the treatment system's ability to remove a suite of target contaminants while achieving regulatory compliance for developing reuse standards. Key elements of the plan include a comprehensive assessment of feed water quality, chemical removal goals, pathogen log removal goals, identification of specific treatment processes and flow rates, and an evaluation of the reservoir in regard to salinity and offline storage for resiliency. The planned pilot test is a milestone working towards a full scale design and will result in valuable data on performance optimization and operational challenges. The findings contribute to supporting the implementation of a full scale advanced treatment systems for sustainable water reuse, aligning with both global efforts to address water scarcity and environmental protection and Spring Hill’s commitment to the region to protect the Duck River. This presentation will discuss the background of how Spring Hill arrived at this solution, treatment methodology and selection, and how regulatory concerns were included and addressed, providing attendees with insights into how they can evaluate and pilot advanced treatment for wastewater reuse.
