Starting a Private Property Illicit Discharge Program for Kentucky's Largest Wastewater System

Louisville-Jefferson County Metropolitan Sewer District (MSD) provides wastewater collection and treatment to Jefferson County and parts of Bullitt and Oldham counties in Kentucky. Every day MSD collects and treats nearly 154 million gallons of wastewater. As part of a state and federal Consent Decree, MSD must mitigate combined sewer and sanitary sewer overflows within its system. Part of MSD’s Consent Decree requires it to address inflow and infiltration (I/I) coming from privately owned portions of the collection system to control overflows. MSD is responsible for the operation and maintenance of the portion of the lateral connecting homes and businesses within the right of way. The portion of the lateral on private property is the responsibility of the property owner. This presentation will share MSD’s experience mitigating private property I/I over the last 20 years, focusing on the process MSD went through over the last 3 years to develop a Private Property Illicit Discharge Program. Key topics that will be covered include: 1.MSD’s prior private property I/I mitigation efforts and lessons learned. 2.Regulatory drivers for eliminating private property Illicit Discharge sources. 3.Review of other communities’ private property I/I programs. 4.Why MSD selected the Lexington-Fayette County Urban Government’s (KY) program on which to build its model. 5.The process of modifying Lexington’s program to meet MSD’s needs and goals. 6.The screening tools used to prioritize areas for private property I/I investigation and mitigation. 7.The institutional, legal, public relations, staffing, and other challenges faced with starting up this new program and how MSD resolved them. 8.The roll-out of the Private Property Illicit Discharge Program. 9.Preliminary results from the pilot program areas. 10.Lessons learned and next steps. Attendees will leave the presentation with an enhanced understanding of the impact of private property I/I, the intricacies of developing mitigation programs, and a blueprint for how they could proceed with setting up a customized Private Property Illicit Discharge Program that is appropriate for their community.
