Mr. Willis has over eleven years working experience in water quality and implementing environmental engineering principles and projects. His current technical focus is on managing water quality within the distribution system, including disinfectant residual management, nitrification minimization, cross-connection prevention and control, and water quality customer complaint surveillance and solutions. Specifically, he provides leadership to ensure and improve the performance, productivity, and efficiency of the Distribution Water Quality Cross-connection Control Program through the implementation of effective methods, development of strategic objectives, and integration of new technology into business processes.

He holds a B.S. from the University of Kentucky and an MPH in Environmental and Occupational Health from the University of Louisville. He is a licensed Class IV Water Distribution System Operator and a certified tester of backflow devices.
