Christina (Christie) Hesse is a skilled Project Engineer and Program Controls Manager for Jacobs Engineering based in Chattanooga, Tennessee. Christie earned her BS in Environmental Engineering from the University of Central Florida and has over 10 years’ experience in wastewater project management, project controls, and loan/grant administration.

Keith Bishton is a Senior Management Consultant in the Jacobs Engineering Herndon, Virginia office with over 23 years of experience specializing economic and financial analyses to support decision-making solutions for utility systems.

Justin Steinmann is currently the Director of Administration for the City of Chattanooga’s Wastewater Department and has nearly 20 years of experience in capital planning and wastewater management.
