Stephanie Laughlin, P.E., is a graduate of the University of Louisville with a Masters in Civil & Environmental Engineering. She manages long-term planning for infrastructure across MSD’s primary service lines to ensure a level of protection, community resilience, and regulatory compliance.
Nicole Refolo, PE, serves as an engineer at MSD and has worked in engineering for ten years. She graduated from the University of Kentucky with a Bachelor and Master of Science in Biosystems and Agricultural Engineering.
Sheryl Chino, AICP, PMP, is a graduate of Western Kentucky University with a BS in Geography/Urban Planning. At HDR, Sheryl leads the Water Business Group Rates and Funding Practice Group.
Ashley Willoughby is a graduate of Western Kentucky University with a Masters in Public Administration. Ashley serves on the Alumni Association Board at WKU and is a planner and funding specialist with over 28 years of experience in local and regional government.
